The head of the Russian army’s chemical weapons department was killed on Tuesday in a brazen Moscow attack that Kiev claimed. This makes him the highest military personnel murdered in Russia to date as the Kremlin’s campaign in Ukraine drags on. Melinda Haring, Razom’s Ukraine adviser and non-resident senior fellow at the Atlantic Council’s Eurasia Center, said the Moscow attack was a “shocking embarrassment” for the Kremlin.
