Authorities in Mayotte are scrambling to provide food and water to residents affected by the weekend’s devastating cyclone and are struggling to stop the spread of hunger, disease and lawlessness in France’s poorest overseas territory. Hundreds, even thousands, could lose their lives in the debris of Cyclone Chido.
