Putin apologizes for plane crash in Kazakhstan, but does not accept responsibility

Russian President Vladimir Putin apologized on Saturday for the crash of the Azerbaijan Airlines passenger plane in Kazakhstan that occurred earlier this week, but stopped short of taking responsibility.
