Doha – Morocco and Spain signed a joint declaration of intent in Madrid on Tuesday, in which the judicial cooperation for the 2030 FIFA World Championship was set out. The Minister of Justice Abdellatif Ouahbi and Félix Bolaños García signed the agreement during the official visit of the Moroccan Minister.
The declaration focuses on the judicial cooperation in combating cross -border organized crime, especially through the exchange of information and experience.

The aim is to optimize existing cooperation mechanisms by being adapted to the World Cup requirements. This includes the exchange of best practices and the consolidation of joint commissions through the regular organization of committees, as provided for in civil and criminal aid conventions. These efforts are based on discussions that started in Madrid in April 2024.
The upgrade of the judicial system is another priority, which includes plans to accelerate digital transformation, to improve the access of the judiciary, to promote alternative dispute resolution and to strengthen cross -border case management.
Both ministers emphasized that this cooperation is crucial for the success of the tournament and that the role of an efficient judicial system is asserting legal security for international events.
They agreed to found a mixed Justice Commission between Morocco, Spain and Portugal to develop a special cooperation framework. This position will be responsible for the support of the world championship preparations with specific action plans for security and legal challenges associated with the organization of a global spectacle of this size.
