King Mohammed VI has appointed Mohamed Habib Belkouch as the new minister delegate for human rights after his predecessor Ahmed Chaouki Benyoub Benyoub died in September 2023.
Belkouch’s appointment brings high expectations of the human rights agenda in Morocco, in view of its extensive experience in the areas of political, organizational and cultural areas as well as its many years of commitment to reforms and justice.
Previously member of the National Council for Human Rights, Belkouch, is currently heading the Center for Human Rights and Democracy Studies. He is also a consultant for human rights for various national and international organizations, both state and non -resolving organizations.
Belkouch has several key roles throughout his career, including expert consultants from the Minister of Human Rights from 1998 to 2000 and director of the documentation, information and training center for human rights in cooperation with the United Nations from 2000 to 2005.
He also led the migration program between 2005 and 2006 in the Euro Mediterranean Human Rights Network and coordinated numerous projects for international human rights cooperation.

In his new position, Belkouch will monitor various national and international human rights reports. Previously, he coordinated training programs for human rights and transition justice and contributed to the Arab network for the UNESCO, focusing on economic, social and cultural rights. He also published works on human rights.
Belkouch was an important figure in the design of political discussions, supporters of social justice, justice and the rule of law during his entire career. His work has often focused on integrating human rights into the everyday life of Moroccans.
As a former leader of the authenticity and modernity party (PAM), he worked on bridging the gap between the rich inheritance in Morocco and his efforts after a democratic future centered by human rights.
This role has positioned him at the center of the most central political debates in the country and made a unique perspective on the developing relationship between Morocco with human rights.
As a ministerial delegate for human rights, many Moroccans are confident that Belkouch, known for his reformist reputation, will take on difficult conversations that are necessary for progress.
While Morocco has made considerable progress in human rights over the years, Belkoush’s mission does not come without challenges as freedom of speech, the right -wing marginalized groups and the freedom of the press are still caused.
