The RCMP Commissioner Mike Duheme says that a federal step in the list of organized crime cartels lists as terrorist units for the fight Fentanyl Trading would give the reports more instruments to raise charges and enforce the law.
In an interview on Thursday, Duheme also said that he was appointed by the government to appoint a national appointment FentanylzarAs a single point would make it possible to see an overall picture of the production and distribution of the dangerous drug.
US President Donald Trump has threatened to force stiff tariffs against Canada, citing the south -facing river of migrants and drugs, including fentanyl.
US border patrol statistics show that less than one percent of fentanyl are found on the northern border.
Trump has approved a one -month break to the tariffs, while the United States judges whether Canada’s recent measures meet its demands.
In December, the federal government presented a plan for $ 1.3 billion to strengthen security and surveillance on the Canada-US limit. This week, additional plans for a fentanyl tsar, a new capacity to collect intelligence about transnational organized crime, and announced a step to list drug cartels as terrorist organizations.

The listing process begins with intelligence reports that indicate whether an organization knowingly carried out, pursued, pursue, or facilitated terroristist activity.
If the Minister of Public Safety is of the opinion that the threshold has been fulfilled, the minister can recommend the Bundeskabinett to add the organization to the list. The list is published when the cabinet agrees.
A listed group is not forbidden and it is no crime to be listed. However, the name effectively freezes the assets and property of a listed group, which is also subject to confiscation or decay.
“It is an additional instrument for law enforcement authorities if we observe the indictments,” said Duheme.

The term “cartel” could conjure up ideas of drug men who are conspirable in Latin American countries.
Duheme found that a cartel can be defined as a group of independent market participants who work together and agree not to compete with each other.
“You could use the term cartel for every group for organized crime,” he said. “Because they divide the territory, they want to make sure that the market price is the same.”
Lawn wars only occur if “people get too hungry” and want to expand their territory, he said.
“I think there are many Outlaw motorcycle gangs that can also be qualified as cartels,” he added.
In a recently operated by Criminal Intelligence Canada report on organized crime groups that are involved in the production of fentanyl, mainly in British Columbia and Ontario. Apart from these provinces, crime groups participate in sales and trade and are increasingly relying on street gangs and forbidden motorcycle gangs, the report says.

The Minister of Public Security, David McGuinty, was asked on Thursday whether the planned terrorists -Listings Outlaw Motorcycle could contain.
“We will have more to say about this listing process and who is on this list in due course,” he said.
Duheme also indicated that the receding office is still working to define the role of the fentanylzar.
But he suggested that the tsar would collect information from RCMP and other agencies in order to offer the Prime Minister and the cabinet a general feeling for “everything that is going on in Canada in Fentany”.
McGuinty said on Thursday The reference conditions for the new position would be completed shortly.
“The task of the Fentanylzar will be to help us integrate a whole challenge for the whole social,” he said.
“Fentanyl is an external topic. It is a problem of law enforcement. It is an intelligence problem. It is a problem with public health. It is a persecution problem in relation to the ingredients used in the manufacture of fentanyl, the forerunners. “
The Federal Border Security Plan announced in December included a task force for aerial intelligence to monitor the Canada’s border, helicopter, drones and surveillance storms.

Canada also suggested the creation of a North American “common strike” to the United States to aim for organized crime groups that work across borders.
According to Duheme, the RCMP is planning to rent two Black Hawk helicopters next year to add the couple to the patrol last month.
He said that the Canadian component of the common strike forces would bring five teams from RCMP officers and others across the country to concentrate exclusively on fentanyl, “from the dealers to laboratories to the precursor’s flow”.
The strike power will also include teams in the USA who work with their Canadian colleagues, said Duheme.
Although the amount of fentanyl from Canada is relatively low and the number of migrants recorded by the US border patrol has decreased considerably, McGuinty said that the United States concerns must be taken seriously.
“I think we should listen to everything that comes from the White House and act accordingly,” he said. “But what we are really focusing on is public security.”
Mcguinty said he reminded American officials that illegal drugs also travel north.
“This is a two-way street,” he said. “The fentanyl crisis is particularly outrageous because fentanyl is so fatal – it is fatal in Canada and is fatal in the United States.”
